Season 4 is going to be a slight upgrade over Season 3. Not all that much different really at this point. Keep in mind these are leaked from the PTR in 2.4 and could change as we wait it out.
The total improvement from s3 to s4 gear is as follows:

This is expected to have a 2200 rating requirement to purchase it, higher then the Season 3 one currently does. The S3 shoulders would then be purchasable at a lower price (like the S2 shoulders currently are), but would still have a rating requirement to get, albeit lower.
